We formally received the Swanley Neighbourhood Plan proposal on Thursday 2 November 2023.

In accordance with Regulation 15 of the Neighbourhood Planning (General) Regulations 2012 (as amended), the submission includes the following documents:

Examination

The plan proposal has undergone examination. The appointed independent Examiner was David Hogger of Intelligent Plans and Examination (IPE) Ltd. He issued a letter outlining procedural matters, including a likely timetable, and a list of questions for us and Swanley Town Council to respond to.

On 4 April 2024, the Examiner issued his final report, which sets out his recommendation to proceed to referendum, subject to 19 proposed modifications.
 

Referendum

Our Cabinet agreed on 18 April 2024 that the Swanley Town Neighbourhood Plan should proceed to referendum on 4 July 2024. Please see the Swanley Neighbourhood Plan Decision Statement for further information.

The following documents include the referendum version of the Swanley Neighbourhood Plan 2020-2040. This version includes the examiner’s modifications as set out in the final report (see above) and other minor amendments agreed with Swanley Town Council. A schedule of modifications is included, listing the changes made.

Next stage

If the neighbourhood plan is approved at referendum, it will become part of the development plan for Sevenoaks District and will be used when determining planning applications within Swanley. It will need to be formally ‘made’ (adopted) as soon as practicably possible after the referendum but it will come into force immediately following the referendum.
